(Vatican Radio) Pope Francis has issued a Motu Proprio on criminal law matters and administrative sanctions within Vatican City State and the Holy See. In a statement by the Holy See’s Press Office, it was announced that on this same date, the Pontifical Commission for Vatican City State has adopted the following laws:

Law No. VIII containing Supplementary Norms on Criminal Law Matters; Law No. IX containing Amendments to the Criminal Code and the Criminal Procedure Code; Law No. X containing General Provisions on Administrative Sanctions.

The note from the Holy See Press Office goes on to clarify the following points:

The Motu proprio makes the criminal laws adopted by the Pontifical Commission for Vatican City State applicable also within the Holy See.

Judicial Activism – the remedy lies in the law of the land: 

We, the people have the inalienable right to life, liberty and the pursuit of happiness;  and, wherein the legal fiction called government only derives it’s powers from the consent of the governed;  

So, what do we do when courts and corporations work hand-in-hand to plunder the people and governments trample on their rights? We, the people have slumbered on our rights. People rights have been abandoned. We are all acting as legal fictions in commerce only. “Human rights” are not “people” rights and in fact only apply to legal fictions, and NOT to ‘people’. The only law for people is their Bill of Rights.

The remedies to preventing the infringement of people rights lie in the following:

• The decree of the sovereign makes the law. Declare and restore the inalienable rights of we, the people;
• Communities and peoples declare their autonomy and right to self-determination and to expatriate:  own community courts, land records, local governance, resource-based economy, community banks, barter, trade & exchanges;  without interference from international corporations, national governments, bar members, or the like; 
• Restore land jurisdiction with people courts and jural societies wherein the judges are merely arbitrators and people are the judges as juries and wherein rulings are constitutionally valid and enforceable and set precedent; after all, who better to write the laws that govern them, but the people themselves?

 

Piercing the corporate veil:

Bar members and their sea courts do not work for we, the people; they work for foreign entities under law-of-the-sea and, can only “see”  ‘people’ as ‘persons’; in fact, they do not have jurisdiction over we, the people. People rights are in their Bill of Rights. Only constitutional courts or people  courts can hear disputes regarding rights infringements. Yet, people courts are absent.

UN-INCORPORATED community courts give people the right to pierce the corporate veil and to hold any other people, no matter their status, accountable for doing harm or causing loss before a jury or hearing of peers by, for and of the people;

Taking into consideration that true justice is seeking reconciliation and NOT retribution.

You can apply for benefits, every application you make is an offer to contract, if your application is approved you are locked into a contract, according to the terms and conditions that are imposed on you. A licence is a special permission given to you to do something that is otherwise illegal. You only should need a licence to drive if you travel for fair or charter, even by their laws.

Can we do anything about this?

The Motu proprio makes the criminal laws adopted by the Pontifical Commission for Vatican City State applicable also within the Holy See.

The criminal laws adopted today are a continuation of the efforts to update Vatican City State’s legal system, building upon the measures adopted since 2010 during the pontificate of Benedict XVI.

These laws, however, have a broader scope, since they incorporate into the Vatican legal system the provisions of numerous international conventions including: the four Geneva Conventions of 1949, on the conduct of war and war crimes; the 1965 Convention on the elimination of all forms of racial discrimination; the 1984 Convention against torture and other cruel, inhuman or degrading treatment or punishment, the 1989 Convention on the rights of the child and its optional protocols of 2000.

Of particular note in this context is the introduction of the crime of torture and a broader definition of the category of crimes against minors (including: the sale of children, child prostitution, the recruitment of children, sexual violence and sexual acts with children, and the production and possession of child pornography).

A section of the legislation introduces a list of crimes against humanity, in particular, the crimes of genocide and apartheid, following broadly the definitions adopted in the 1998 Statute of the International Criminal Court. The section of the Criminal Code regarding offences committed in the exercise of public administration has also been revised in light of the 2003 United Nations Convention against corruption. With regard to penalties, that of life imprisonment has been abolished and it has been replaced with a maximum penalty of 30 to 35 years of imprisonment.

 

In line with the most recent developments at the international level, the new legislation also introduces a system of penalties for juridical persons who profit from the criminal activities of their constituent bodies or personnel, establishing their direct liability and providing as penalties a set of interdictions and pecuniary sanctions.

In the area of criminal procedure, the general principles of presumption of innocence and due process within a reasonable time have been recognized explicitly, while the power of the judicial authorities to adopt precautionary measures has been increased by bringing up to date the provisions for confiscation and the freezing of assets.

Also of importance is the modernization of the rather dated norms governing international judicial cooperation, with the adoption of measures in line with the standards of the most recent international conventions.

The law on administrative sanctions is of a general nature so as to serve as a common framework that provides for the possibility of sanctions in different areas intended to promote respect for the norms, to render them effective and to protect the public interests.

As a whole, these normative efforts form part of broader process aimed at modernizing further the Vatican legal system with a view to enhancing its consistency and effectiveness.

The following is an English translation of Pope Francis’ Apostolic Letter Motu Proprio on the jurisdiction of Judicial Authorities of Vatican City State in criminal matters (Full Text)

In our times, the common good is increasingly threatened by transnational organized crime, the improper use of the markets and of the economy, as well as by terrorism. It is therefore necessary for the international community to adopt adequate legal instruments to prevent and counter criminal activities, by promoting international judicial cooperation on criminal matters. In ratifying numerous international conventions in these areas, and acting also on behalf of Vatican City State, the Holy See has constantly maintained that such agreements are effective means to prevent criminal activities that threaten human dignity, the common good and peace. With a view to renewing the Apostolic See’s commitment to cooperate to these ends, by means of this Apostolic Letter issued Motu Proprio, I establish that: 1. The competent Judicial Authorities of Vatican City State shall also exercise penal jurisdiction over: a) crimes committed against the security, the fundamental interests or the patrimony of the Holy See;b) crimes referred to: – in Vatican City State Law No. VIII, of 11 July 2013, containing Supplementary Norms on Criminal Law Matters;- in Vatican City State Law No. IX, of 11 July 2013, containing Amendments to the Criminal Code and the Criminal Procedure Code; when such crimes are committed by the persons referred to in paragraph 3 below, in the exercise of their functions;c) any other crime whose prosecution is required by an international agreement ratified by the Holy See, if the perpetrator is physically present in the territory of Vatican City State and has not been extradited. 2. The crimes referred to in paragraph 1 are to be judged pursuant to the criminal law in force in Vatican City State at the time of their commission, without prejudice to the general principles of the legal system on the temporal application of criminal laws. 3. For the purposes of Vatican criminal law, the following persons are deemed “public officials”: a) members, officials and personnel of the various organs of the Roman Curia and of the Institutions connected to it.b) papal legates and diplomatic personnel of the Holy See. c) those persons who serve as representatives, managers or directors, as well as persons who even de facto manage or exercise control over the entities directly dependent on the Holy See and listed in the registry of canonical juridical persons kept by the Governorate of Vatican City State;d) any other person holding an administrative or judicial mandate in the Holy See, permanent or temporary, paid or unpaid, irrespective of that person’s seniority. 4. The jurisdiction referred to in paragraph 1 comprises also the administrative liability of juridical persons arising from crimes, as regulated by Vatican City State laws. 5. When the same matters are prosecuted in other States, the provisions in force in Vatican City State on concurrent jurisdiction shall apply. 6. The content of article 23 of Law No. CXIX of 21 November 1987, which approves the Judicial Order of Vatican City State remains in force. This I decide and establish, anything to the contrary notwithstanding. I establish that this Apostolic Letter issued Motu Proprio will be promulgated by its publication in L’Osservatore Romano, entering into force on 1 September 2013. Given in Rome, at the Apostolic Palace, on 11 July 2013, the first of my Pontificate.

Our comment: Without prejudice, we will be bringing a complaint before the International Tribunal for Natural Justice (www.itnj.org) regarding the lawfulness of Roman Dutch Law on the land of Southern Africa when it violates natural law and natural rights and has NO jurisdiction on the land; in addition, we also have questions to ask Pope Francis regarding the role of the Holy Roman Empire in historical and current crimes against We, the People such as breach of contract, trust, barratry, poverty and violations of non-derogable living rights;

Spiritual Reclamations across the world inaugurate new “Jubilee Revolution” – Debts, laws nullified

Traditional elders, shamans and clergy gathered near the Vatican today and in at least six other countries to inaugurate a new spiritual regime that nullifies and replaces the Church of Rome, as well as “ungodly laws and economies”.

Invoking divine authority, the closed ceremonies culminated twenty one days of global prayer and fasting on behalf of “all of the victims of a false church and its spirit of lies and murder”.

In Rome, nine elders held a sacred circle ceremony near the Via della Conciliazione opposite St. Peter’s Square to “complete the cycle of exorcism begun here in 2009”, according to participant Brother Ciaran Ui Niall of Wexford, Ireland, who stated during the opening proceedings,

“The Roman papacy has been found guilty in the courts of man because first it was condemned by God. Divine judgement knows no compromise or evasion, and says, ‘I the Lord God am against the false shepherds and shall destroy them and their evil.’ And so we witness today to the spiritual truth that the rule of Rome is over, for God has dissolved all such man made authority on earth, and all unjust rulers, whether religious or secular.”

Similar ceremonies occurred in London, Cork, Amsterdam, Boston, Vancouver and eight other cities, and were accompanied by the occupation and seizure of catholic churches by citizens bearing common law warrants.

The Spiritual Reclamation was accompanied by a global media statement that clarified the full dimension of the Sunday Equinox Jubilee action. It reads in part,

“On August 4, 2013, the corporate entity calling itself the Church of Rome was lawfully disestablished and publicly declared to be a global criminal body, without standing or authority.

Today, on Equinox Sunday, September 22, 2013, the same criminal entity has been spiritually disestablished, declared abomination, anathema and anti-Christ, and banished from the world. Christians are now free to be faithful to Christ alone within their own self-governing congregations, separate from the corporate apostasy of the papacy and mediated religion. For God’s law lives in every human heart and not in institutions.

Likewise, the fallen social and economic global order instituted historically by the corporation of the Church of Rome is similarly disestablished according to the Jubilee Leviticus Laws of Renewal and Equality within the new Jubilee congregations we are forming, as a sign of the new creation.

The world and the land shall rest from injustice, greed and usury. All debts and interest rates are cancelled, and the land and its wealth is placed in common so that all people may dwell in peace and equality, as God wills it to be. Let all people rally to this new Jubilee order under the direct supremacy of God and Natural Law.”

In Ireland, Canada and America, catholic clergy have already announced their plan to disaffiliate from Rome and establish their own national, congregationally-based churches, according to Not in Our Name (NON), a Dublin based group. A similar movement has begun in the American mid-west in a Common Law Congregational Movement, which seeks to base Christian churches on Common Law rather than be tied to the state or admiralty and canon law.

Breaking News: A “Peoples’ Apostolic Decree” defies Pope Francis, Prepares for “Final Exorcism” and New “Jubilee” Regime on September 22

Dublin – A multinational coalition of clergy and spiritual elders released their own Apostolic Decree yesterday that unseats the spiritual authority of Pope Francis and the Vatican, and establishes a new “Jubilee regime” within the church.

The Decree was read publicly in catholic churches in nine countries.

Based on the Jubilee Laws of divine renewal and social equality, the Decree is “a “Biblical and a peoples’ response to the criminal and unlawful authority of Rome”, according to one of its architects, Ciaran Ui Neill, a clergyman in County Wexford, Ireland.

“Human courts have found the papacy guilty of horrible crimes. But the court of God came to that verdict long before now. We are acting on our faith and reclaiming our church from a clique of deceptive criminals tied financially to organized crime” said Ui Neill in an interview today.

“So it’s unimportant what this new pope says or does. God has pronounced sentence on his false church and has disestablished its authority. And faithful Christians must now re-establish their church according to God’s word, which says, I am against the false shepherds and have destroyed them, for I alone will govern my people now.”

Ciaran is one of the founders of Not in Our Name, a coalition of catholic and protestant clergymen formed in 2010 that helped draft the Decree. It urges humanity to pray and fast for the next twenty one days to prepare for an historic “Spiritual Assembly and Convergence” in Rome and elsewhere on Equinox Sunday, September 22.

“Through a public collective exorcism of the foul spirit of the false church, we will be spiritually launching our new Jubilee congregations on that day, in the company of countless souls all around the world ” explained Ui Neill.

The Decree also invokes the radical program of the Jubilee Laws by calling for an end to all debts and interest, a collectivization of the land and of wealth, and a release of all prisoners.

“We recognize that politics and spirituality are really one and the same thing, and that the Divine or Natural Law is simply about restoring justice and the earth to all of God’s people. We’re putting the Jubilee into practice, like every prophet and Jesus himself tried to do. Message

On August 4, 2013, the corporate entity calling itself the Church of Rome was lawfully disestablished and publicly declared to be a global criminal body, without standing or authority.

On Equinox Sunday, September 22, 2013, the same criminal entity will be spiritually disestablished, declared abomination, anathema and anti-Christ, and banished from the world.

The Bishop of Rome, his Cardinals and all other officials of the Vatican have no authority in the eyes of God and among all lovers of Christ and enlightened humanity. At Equinox, these false shepherds will be forever removed from their office, and a new spiritual order shall be established.

This new way will be expressed in the free and independent witness of true lovers of Christ within their own self-governing Jubilee congregations, free of the corporate tyranny of Rome.

Likewise, the fallen social and economic global order instituted historically by the corporation of the Church of Rome is similarly disestablished according to the Jubilee Leviticus Laws of Renewal and Equality.

All debts and interest are cancelled, the land shall rest and be held in common, and all prisoners are set free.

These acts are done freely and justly in the sight of God and according to the Divine Law, to rid creation of the false church and anti-Christ spirit that has violated the innocent and the Holy Spirit, and warred against God and humanity.

Invocation

May the living presence of Yahweh God, Source of all creation and truth, fill all people and make of them again the one body of love in which they were formed. For only God-in-us can bind up our wounds and break the power of evil.

In these times of trouble, as the earth bleeds and our people cry out for justice and receive none, God-in-us is the sword that cuts down what is wrong and clears the way for life in all its fullness. May that living law in us bring to ruin the corrupt and violent rulers of church and state, to show them and to establish that God alone is the sole legitimate law and authority on earth.

We love the truth of God that is the fire at the core of our being, for in the time of our misery and despair, that light alone answers us with a true word and the judgement of righteousness. May we turn back to that source now, away from the lies and corruption of those who have ruled us and raped us in God’s name. Let us hasten from the Babylonian captivity of false religion and false laws, and gather into the great assembly of light, where truth and justice alone hold sway.

May our hearts and actions be true to the sacred purpose of restoring the world and the Natural Law to all people, and planting that law forever within our very core so that never again will be be misled and destroyed by evil men.

May we prove brave and worthy of this, God’s own purpose, so that as new men and women we may reclaim the earth and its wealth, and hold all things in common for ourselves and our children. Let us become a living and imperishable sign of this new age of freedom and equality, come fully adorned into the fallen world of men, so that all mankind may be leveled into the one and imperishable body of love we were created to be.

As we are all good and equal in the sight of God, may we see and act as God does, so that we may liberate ourselves from the tyranny of one man lording over another through violence, greed and superstition.
We pledge this in the name of the living and present God and of his son Jesus, who makes the first become last and the last become first, and in whose spirit we live and breathe and have our purpose. Amen.

For in those final days, God will pour out his spirit onto every servant and handmaid, and all people will share equally in that spirit.           Joel 2:29

An Irreverent Critique of the “Apostolic Letter”

In 1529, Martin Luther described the Vatican’s gestures at “reform” as “farts laced with perfume”; and one of his lampooning publicists depicted the oxymoron of papal reform with a cartoon of fat cardinals brushing the dust off the statues in St. Peter’s Basilica.

Things don’t change much in Rome. Five centuries after Luther, the tried and true method of all despots in damage control – of tightening the reins of power while feigning liberality – is unfortunately alive and well.
Ask Jorge Bergoglio.

The Jesuit pinch hitter from Buenos Aires was brought in to the Augean filth of Rome to do exactly such a spin, as he was trained to do in the 1980’s as the chief public relations gnome for the butchers of the Argentinian military junta. And last July, as the appropriately benign-looking “Pope Francis the First”, Bergoglio issued something he calls an “Apostolic Letter Motu Proprio” concerning “the jurisdiction of Judicial authorities of Vatican City State in Criminal Matters”.

Wow. Sounds impressive, eh? From the sounds of that, you’d almost think that the Roman Catholic Church is a legitimate government, and has some kind of legal jurisdiction when it comes to matters of crime.

But illusions aside, this latest effort at statue-cleaning at the Vatican reminds me of something an Irish priest told me last May in Dublin:

“Ratzinger was a dinosaur, but this new Pope is another Borgia”

Nicolo Machiavelli was the hired scribe for the Borgias, those Renaissance thugs who ran Rome and the papacy with their friends and relatives. Nicolo even dedicated his book The Prince to Cesare Borgia, the throat-cutting illegitimate bastard of Pope Alexander VI: another cutie who raped his own daughter Lucretia and signed the Bull Inter Catera that carved up the world between Spain and Portugal and gave the green light to global genocide.

I figure Pope Francis is a real devotee of Machiavelli, since he’s following the guy’s advice to rulers to the letter. For the basic message of The Prince is that law and morality is a fiction and does not apply to popes and kings; and that such rulers must use every means of deception, violence and crime to hold on to their thrones while simultaneously making themselves seem pure and just.

Which brings us to Bergoglio’s Apostolic Letter, over which some of our especially naive colleagues are rapturing like it’s the heralding of the dawn of a new age.

Uh uh. Quite the opposite, in fact.

The Letter does three things: defrays criticism of the Vatican, avoids prosecution for defying the Law of Nations by co-opting that Law, and silences and criminalizes internal whistle blowers and critics. And it does so by expanding the power of church courts and canon law to prosecute and jail such critics in order to place a final lid over any information leaks in the church: including any reporting of child rape and trafficking.

All of this stench is perfumed, of course. As Machiavelli says, use the language of your opponents and thereby disarm them. For the opening sentence of the Apostolic Letter reads,

“In our times, the common good is increasingly threatened by transnational organized crime …”

Indeed. Transnational organized crime, like the Vatican itself, which on August 4 was declared to be a transnational criminal body under international law because of the very policies enunciated by Bergoglio in his July 11 Letter: policies that aid and abet, among other things, human trafficking, rape, and money laundering for organized crime.

It’s always absurd when the Al Capone mobsters call for law and order, and announce new policies to police their operations more justly. The Chicago hood occasionally sponsored official “crime investigations” by his bought and paid for judges, who always rendered a verdict that never touched the operations of their paymaster.

But Jorge Bergoglio has done Al Capone one better: he is appropriating the very international legal conventions that have convicted him and his church in order to solidify the legal untouchability of the Vatican Incorporated for its proven crimes against humanity.

The Apostolic Letter does so simply, by announcing that as of September 1, 2013, the “Vatican legal system” will incorporate the provisions of international law, including the Geneva conventions on war crimes, the convention on the rights of the child, and other laws prohibiting racial discrimination and torture.

Sounds good? Think again, people. For the power to apply such laws within the catholic church will, as of September 1, be completely in the hands and under the sole jurisdiction of church law and Vatican courts: precisely like the internal “legal commissions” within the Mafia that regulate mobster behavior.

In effect, the Apostolic Letter states that all of those international human rights laws have no binding authority on the church unless the church makes it so, since the power to enforce those Conventions now lies not within secular or international courts, but solely within church courts.

By thus placing his church outside the jurisdiction of any other court, the Pope has told international law to go screw itself.

Even worse, anyone who reports any of these crimes within the church now faces even stiffer punishment for doing so. The Letter states,

“I establish that the competent Judicial Authorities of Vatican City shall also exercise penal jurisdiction over crimes committed against the security, fundamental interests or the patrimony of the Holy See”.

Penal jurisdiction means the power to prosecute and jail. And the same jurisdiction applies as well to any leakage of information from the church, including, under standing church laws like Crimen Sollicitationas, the reporting of child rape and trafficking.

Let me say that again: it is a crime under Catholic law to report the rape of a child.

I am the State, declared Louis the 14th of France. But Pope Francis has now proclaimed, I am the Law.

I guess that is an inevitable development for any megalomaniac regime that considers that one man is the link between God and all humankind. In that sense, poor Jorge deserves not a papal tiara but a strait jacket. But since this particular lunatic is armed with trillions of dollars, a few billion followers, and now the power to appropriate and ignore international law – well, folks, things do not look good.

But of course, remembering Machiavelli, that’s just the appearance they want you to see.

The truth is that the Apostolic Letter is an act of extreme desperation, arising from a collapse of the authority of the Vatican, as in 1870, when the army of nationalist leader Giuseppe Garibaldi abolished the papacy and its secular power. In response, Pope Pius IX unilaterally declared himself and his papal descendents to be “infallible”, without even getting a majority of his Cardinals to agree with him.

Not coincidentally, the same pope declared soon afterwards that he was God, announcing in 1872,

“I alone am the successor of the Apostles, the Vicar of Jesus Christ. I am the Way, the Truth and the Life.” (That’s funny; I thought Jesus said that)

Such bizarre and sudden claims of absolute authority are always made by those without any, as any tottering despot knows. Jorge Bergoglio has simply pulled another Pius act, now that the Vatican Bank is facing insolvency and his predecessor Joe Ratzinger and various complicit Cardinals are evading arrest within the walls of the ever-besieged Vatican.

And Jorge Bergoglio himself is next on the block. He has already been declared a war criminal in absentia by the International Common Law Court of Justice. He has also been named in cases before the courts in Argentina and Spain concerning his complicity in the death of Argentine citizens during the Dirty War. Jorge is hardly the one to be lecturing the world about the law.

Distractions like the Apostolic Letter are not the issue at all, ultimately, in the face of the enormity of the crimes of the Vatican. This is especially true once we recognize the fictitious nature of that religious corporation’s claims to be any kind of governmental or judicial body.

And besides, have we all forgotten that the Vatican and its church has already been indicted as an international criminal organization? Such a body, according to the United Nations Convention on the subject, has lost its authority and right to exist.

In reality, Catholic “Canon law” has no lawful authority, and not only because it has been lawfully convicted as a global criminal conspiracy. For canon law is merely a set of internal corporate statues that do not negate common law rights or the laws of other nations, as the Apostolic Letter claims to establish.

A bunch of crooks have no jurisdiction over themselves just because they say they do.

If the rest of us are too stupid or frightened to tell the Al Capones and the Jorge Bergoglio to get stuffed, and to arrest and prosecute their sorry asses, then let our fate be on our own heads.

ON THE JURISDICTION OF JUDICIAL AUTHORITIES OF VATICAN CITY STATE

IN CRIMINAL MATTERS

In our times, the common good is increasingly threatened by transnational organized crime, the improper use of the markets and of the economy, as well as by terrorism.

It is therefore necessary for the international community to adopt adequate legal instruments to prevent and counter criminal activities, by promoting international judicial cooperation on criminal matters.

In ratifying numerous international conventions in these areas, and acting also on behalf of Vatican City State, the Holy See has constantly maintained that such agreements are effective means to prevent criminal activities that threaten human dignity, the common good and peace.

With a view to renewing the Apostolic See’s commitment to cooperate to these ends, by means of this Apostolic Letter issued Motu Proprio, I establish that:

1. The competent Judicial Authorities of Vatican City State shall also exercise penal jurisdiction over:

a) crimes committed against the security, the fundamental interests or the patrimony of the Holy See;

b) crimes referred to:

– in Vatican City State Law No. IX, of 11 July 2013, containing Amendments to the Criminal Code and the Criminal Procedure Code; when such crimes are committed by the persons referred to in paragraph 3 below, in the exercise of their functions;

c) any other crime whose prosecution is required by an international agreement ratified by the Holy See, if the perpetrator is physically present in the territory of Vatican City State and has not been extradited.

2. The crimes referred to in paragraph 1 are to be judged pursuant to the criminal law in force in Vatican City State at the time of their commission, without prejudice to the general principles of the legal system on the temporal application of criminal laws.

3. For the purposes of Vatican criminal law, the following persons are deemed “public officials”:
a) members, officials and personnel of the various organs of the Roman Curia and of the Institutions connected to it.

b) papal legates and diplomatic personnel of the Holy See.

c) those persons who serve as representatives, managers or directors, as well as persons who even de facto manage or exercise control over the entities directly dependent on the Holy See and listed in the registry of canonical juridical persons kept by the Governorate of Vatican City State;

d) any other person holding an administrative or judicial mandate in the Holy See, permanent or temporary, paid or unpaid, irrespective of that person’s seniority.

4. The jurisdiction referred to in paragraph 1 comprises also the administrative liability of juridical persons arising from crimes, as regulated by Vatican City State laws.

5. When the same matters are prosecuted in other States, the provisions in force in Vatican City State on concurrent jurisdiction shall apply.

6. The content of article 23 of Law No. CXIX of 21 November 1987, which approves the Judicial Order of Vatican City State remains in force.

This I decide and establish, anything to the contrary notwithstanding.

I establish that this Apostolic Letter issued Motu Proprio will be promulgated by its publication in L’Osservatore Romano, entering into force on 1 September 2013.
